Shoppers at Kennedy Mall in Dubuque will soon lose a familiar destination. Francesca’s, the women’s clothing and accessories boutique, is in the process of liquidating as part of a broader nationwide shutdown of the retailer.

My wife has long enjoyed dragging me through the boutique confines of Francesca’s for its dresses, jewelry, and seasonal finds. During a recent visit, the store was already running a major clearance event. At the time, it felt like one of the retailer’s frequent sales. Now, it appears those discounts were an early sign of a much larger clear out.

According to reports from People Magazine, Francesca’s is liquidating inventory across its store network and preparing to close locations nationwide. A customer service representative confirmed to People that the company is “liquidating our inventory and closing soon,” though the retailer has not publicly announced a final closing date for individual stores.

Founded in 1999 in Houston, Texas, Francesca’s grew from a single boutique into a national chain with hundreds of locations across the U.S., including its Kennedy Mall storefront in Dubuque. It has several other Iowa locations as well in Coralville, West Des Moines, Altoona, Cedar Rapids (Lindale Mall), Davenport, and Sioux City. The brand built its reputation on a rotating selection of women’s apparel, accessories, jewelry, and gifts, often marketed as a more personalized boutique-style shopping experience compared to larger retailers.

The company has faced financial challenges for several years. Francesca’s filed for Chapter 11 bankruptcy in late 2020 and later sold most of its assets to a private firm in early 2021. While the brand continued to operate under new ownership, recent reports suggest continued financial strain, including vendor payment issues and sudden staff departures.

Further signaling the coming liquidation, Francesca’s quietly updated its return policy on its website. The policy now states that “as of January 14th, 2026, all sales are final,” a move that typically accompanies liquidation or store-closing events. Purchases made prior to that date remain eligible for return within 21 days at open boutiques, while gift cards are listed as final sale, so use them now if you can! Plus, someone spilled the beans on reddit.

For Dubuque shoppers, the loss means one fewer option for ladies at Kennedy Mall. My wife always liked it for the trendy, mid-priced fashion in a boutique setting. The prices weren't half-bad either, especially when things went to clearance.

Speaking of which, those clearance sales will continue in the short term; on the website they are featuring a Warehouse Sale, Last Chance online only. Francesca’s eventual closure will mark the end of a long-running national brand’s presence in our local mall scene. It's a place many shoppers regularly browsed (my wife included) during a casual afternoon of shopping.
