Owning or managing rental property in Dubuque isn’t just about filling units and fixing what breaks, although that's a big part of it. It’s also important to know the rules, keep properties safe, and have the right tools to prevent small issues from escalating into major problems. That’s exactly why the City of Dubuque continues to invest time and resources into supporting local landlords through education, guidance, and practical services.

This March, the City is offering its Successful Rental Property Management (SRPM) training on Thursday, March 19th, at the NICC Town Clock Business Center. According to the recent release, the one-day session brings together local attorneys and City staff from housing, police, and legal departments to walk landlords through real-world responsibilities that come with rental ownership. Topics include rental agreements, evictions, property security, police services, and rental inspections. These are the vital things that affect day-to-day operations and long-term success during property ownership. Participants will also receive a detailed binder of course materials, and lunch will be provided.

While the training course may not be required for all property owners, the City makes it clear that help doesn’t stop there. Even landlords who don’t attend this particular session have access to a wide range of tools designed to keep rental properties compliant and neighborhoods strong. The City’s online rental licensing portal allows owners to apply for or renew rental licenses, update contact information, and manage inspection requirements all in one place. Preparing ahead for inspections is encouraged, with checklists and guidance available to save time and avoid repeat visits.

One of the most underused but, dare I say, most important resources is the free tenant screening provided by the Dubuque Police Department. Landlords can request nationwide criminal background checks at no cost, helping reduce issues before a lease is ever signed. Add in access to landlord forms, trespass authorization tools, utility assistance programs, and housing voucher resources, and it’s clear the City is serious about prevention over enforcement.

When it comes down to it, Dubuque wants rental properties that are safe, well-run, and good neighbors. Whether you attend the March training or take advantage of the City’s many landlord resources, the tools are there to help you succeed. And that, my friends, is a win for everyone.
