An upcoming public input meeting will be held to discuss the design of an outdoor community space to replace a parking lot in the Historic Millwork District in Dubuque.

The meeting will be put on by the City of Dubuque Planning Services Department. Per a press release from the City of Dubuque, residents and stakeholders are encouraged to attend the session on Wednesday, November 12th from 5:30pm - 7:30pm. The meeting will be held at the Jule Operations and Training Center, located at 949 Kerper Boulevard.

The meeting will begin with a complementary dinner at start time, with the program beginning shortly thereafter. The meeting will be facilitated by the City of Dubuque's consultant team by Confluence.

Recently, the City of Dubuque and Confluence distributed an online visual preference survey to collect input about the future of the Millwork District space. You can view the survey results here. On December 5th, 2025, an open house will reveal results and preferences from the survey.

Adopted in 2009, the original Historic Millwork District Master Plan envisioned a "multi-use, flexible plaza and park in the heart of the district" on a 0.64 acre area known as "Foundry Square." Foundry Square is located on the corner of 10th Street and Elm Street. In 2012, a temporary, 57-space parking lot was installed to meet parking needs, adjacent to what became the Intermodal Parking Facility, which includes 292 spaces.

Now, the Historic Millwork District has a total of 517 public off-street parking spaces.

An updated version of the aforementioned master plan was adopted in 2024. The update was curated by a 13-member steering committee consisting of business and property owners, residents, community leaders, and City of Dubuque staff. Efforts included six focus group meetings and an online survey that garnered more than 600 responses.
